Scoggins Law Office, LLC was organized by Attorney F. Matthew Smith in 2005 as the Law Office of F. Matthew Smith, LLC. Matt Smith had first come to Saipan in 1993 to work under the guidance and mentorship of Attorney Vicente Salas. Attorney Mark Scoggins joined the office in 2006, and began taking control of office operations starting in 2013. The name of the firm was changed to Scoggins Law Office, LLC in early 2018 though it remains the same legal entity.
The office has always been dedicated to providing high quality legal representation at a reasonable rate, a tradition established by Mr. Smith, and continuing to this day.

Mark Scoggins
Mark joined the office as an associate of F. Matthew Smith in 2006. As an intern in law school, he worked under the mentorship of Marcus Kosins, Jr., an attorney specializing in U.S. Immigration. Mark has represented clients large and small in a wide variety of legal subject areas. He made headlines in 2012 when he lead an effort to preserve small tour operators’ access to Managaha, again in 2013 when he successfully prosecuted an egregious attorney discipline case, and again in 2015 when he helped resolve a high-profile labor matter. Mark served as a member of the U.S. District Court’s Criminal Justice Act Panel for several years, and in that role represented criminal clients in the District Court and before the U.S. Court of Appeals for the Ninth Circuit. In recent years, his practice has involved several disputes over control of business entities, and several real property disputes among other matters. In addition to law practice, Mark is also a registered lobbyist in the CNMI. He is a former member of the American Immigration Lawyers Association, and served the NMI Bar Association as an officer or board member for several years.

F. Matthew Smith
Matt Smith came to Saipan in 1993 to work as an associate of Attorney Vicente Salas, and established himself as trusted longtime counsel for individuals, companies, and several public agencies in the Commonwealth. Soon after forming this office, he took the lead in filing and prosecuting important construction litigation that ultimately benefitted numerous families on Saipan as well as the local public housing agency. Even in the contentious world of litigating attorneys, Matt was almost universally regarded as among the kindest, friendliest, and most ethical members of the bar and of the larger Marianas community. He supported us and encouraged us at every turn, and he remains an example to all who worked with him. Matt Smith passed away on the morning of August 1, 2015 after several years of health struggles and the loss of his beloved wife. He was only 49.
